This is a Comic Con 2003 special edition Silver Cy Girl. She was produced in very small numbers (limited to 400), she is a standard Cy Girl 1.0 perfect body. There are 2 things unique about this figure; her color and her headsculpt - which was used only on the Comic Con exclusives figures.
