See the image of the bottom with one bolt. That is the other end of the outside bolt. It loosens the metal "feet" that connect to the rails. Loosen it until the nut is about flush with the bolt. Loosen the inside bolt a few turns to give you enough room to tilt the riser.
Once you do that, they just slip right on. Adjust foward and back, adjust the bar to be centered, and tighten the outside bolt, then the inside bolt.
Done.

So... I read the reviews, very helpful thanks everyone. I echo some of the comments - make sure you know what goes where and which screws to adjust. Took me about 30 min to install with a couple mistakes and the allen wrench is just slow in general.
Here are my tips for anyone looking to purchase and worried about the install.
-The 2 bars are different sizes. The longer one goes in front and the shorter one goes in back.
-The direction is also important. Hard to indentify, but the shorter angle faces the front and the longer angle faces the back.
-You will have to peel the rubber strip back on the top of the bars to expose the screws. Very slightly loosen the inside screw so you can expand the feet. Then take the outside screw completely off (be careful as the pieces will come apart). When the outside screw is out, the metal bracket and rubber protector will come off. Line up the metal bracket on the roof track making sure both lips grab the track. Then put the plastic guard down over the bracket and the feet of the bars go on top of that. Screw in the outside screws and adjust as needed. Tighten all screws and press the rubber strip down to cover the screws. Done.
I really don’t understand the keys.. I couldn’t get them to do much, but again don’t know what they are needed for.
Can’t wait to test these out! Hope this helps.
